If he were to bet it all he'd have $46,800, which means he knows first place must bet $20,201. Which she does; she must bet this amount because she can't risk Holzhauer doubling and winning.
Therefore the ONLY way Holzhauer wins is if 1st place misses the question. If 1st place misses the question she goes down to $6399. This means Holzhauer doesn't need to bet it all. Actually he doesn't have to bet anything, or even answer the question. He could do nothing, end up with $23,400, and win if 1st loses and 3rd doubles up.
But in the best case scenario he still wants to maximize his winnings. So instead he looks at 3rd place. With $11k, 3rd place's double up would take him to $22,000. Therefore the optimal bet is for Holzhauer to bet enough so if he's wrong he ends up with $22,001. Therefore he bets $23,400 - $22,001 = $1399.
I'd expect no other bet from Holzhauer.
