Sam Mendes and Pippa Harris of Neal Street Productions will also executive producec, with James Bagley co-executive producing. Logan’s Desert Wolf Productions will produce.

“’Penny Dreadful City of Angels’ promises to be an extraordinary saga of familial love set against the terrifying monsters that are around us and within us.

This spin-off is set in 1938, I assume that mean Penny Dreadful was mid 30's? I never saw the show and never quite knew if it was modern or took place during historical times.

Is this basically One Upon a Time, but with monsters?

Penny Dreadful took place during the Victorian Era England, late 1800's.

Once Upon a Time took fairy tale characters put them under a spell and brought them to the real world. Eventually that spell breaks and the characters know who they were in the fairy tale world.

Penny Dreadful just has famous Literary monsters as part of their world. Not a dual lives scenario.
