Does anyone's site show the correct time after Day Light Savings time from a couple weeks ago? Mine is running an hour fast and wanted to ask the users before I go in and change things.

Users will have to change their time themselves. The one I can change will only affect guests or those not signed in.

How to change your time:
User Control Panel > Board preferences > Edit global Settings
Change “Summer Time/DST is in effect:” to No

I tested this and it works.

Can you change the default for all users, at least new users, to have Daylight Savings Time turned on?

Possibly. I'll try to look into this next week. I think I failed at it once before.

This no longer applies since switching over to the new theme (I don't even what CPT looked like before!)
I changed the time in my profile from -5 to -4.
