It seems every other Marvel movie people are saying Marvel finally has a good villain. Micheal B Jordan as Killmonger was an excellent villain. Has Marvel really had that many duds? Let's look back and see!

Iron Man - Evil Jeff Bridges - okay
Incredible Hulk - some random military guy turned Hulk - bad
Iron Man 2 (just learned Justin Theroux wrote this) - Whiplash - meh
Thor - first appearance of Loki - good
Captain America: First Avenger - Red Skull - okay
The Avengers - Loki and aliens - okay
Iron Man 3 - fake villain Mandarin - fun, generic bad guy scientist - bad
Thor: Dark World - evil elf - bad
Captain America: The Winter Soldier - political guy - okay
Guardians of the Galaxy - Ronan - meh
Avengers: Age of Ultron - Ultron - meh
Ant-Man - yellow jacket - meh
Captain America: Civil War - random dude starting an uprising - okay
Doctor Strange - Hannibal - meh. Alien thing - meh
Guardians of the Galaxy Vol 2 - Starlord's daddy - meh
Spider-Man: Homecoming - The Vulture - good
Thor: Ragnarok - sister Hela - meh
Black Panther - Killmonger - good

Based on my very scientific research and trying to remember things off the top of my head, there are 3 good Marvel villains.
Loki - who has since overstayed his welcome as the bad guy
The Vulture

All of these villains share a common thread, they are sympathetic and in a weird way you understand their motivations. They aren't just evil for evil sake.

I would probably say there are more that are better than "meh" but I think the top 3 you named are the best and I agree with your reasoning. I think The Vulture elicited the most sympathy from me because we get to see a bit more of his personal life and life before crime, but Killmonger was a close 2nd.

Your top 3 are good. I liked Daddy starLord also, though the story telling for him sucked.
